על החופש” מאת ג’ון סטיוארט מיל הוא מאמר שנפרס ב-1859. מיל יישם את האתיקה הניצולית כדי לחקור את היחס שבין החופש האינדיבידואלי לבין הסמכות הממשלתית. הוא מזהיר מפני “טירניית הרוב” בדמוקרטיות וטוען שהחופש האישי צריך להיות מוגבל רק כדי למנוע נזק לאחרים. מיל מציג שלושה חופשים בסיסיים ומקדם את האינדיבידואליות כחיונית להתפתחות האנושית. יצירה זו, שהושפעה במידה רבה משיתוף הפעולה שלו עם אשתו הרייט טיילור מיל, נשארת לימינו אבן הגשר של המחשבה הפוליטית הליברלית.
