ジョン・スチュアート・ミルの『自由論』は、1859年に出版された論文である。ミルは功利主義倫理を適用し、個人の自由と政府の権威との関係を探究している。彼は民主主義における「多数者の専制」に警鐘を鳴らし、他者への危害を防ぐ場合にのみ個人の自由を制限すべきだと論じる。ミルは三つの基本的自由を概説し、人間の繁栄に不可欠なものとして個性を擁護する。妻ハリエット・テイラー・ミルとの協働によって大きな影響を受けたこの影響力ある著作は、今なお自由主義政治思想の礎石であり続けている。
